Why does hair stand up when rubbed with a balloon?

I think hairs stand up because the balloon transfer atoms to the hairs which makes the hairs have the same charge so they want to get as far away as possible from the other hairs and that is why they stand up and I have noticed things that spark when you rub on it. for example when I rubbed my sleeping bag it sparks!
